Cook signed a one-year contract with the Jets earlier this year worth $6.8 million, doubling the amount he will receive from the Ravens once cleared of waivers following his release early in this week.
Cook, 28, carried the ball 67 times for 214 yards and no touchdowns with New York this season.
The Ravens hope Cook can bounce back and repeat his time as one of the best running backs in the league with the Vikings.
Cook made four Pro Bowls at Minnesota and ran for more than 1,100 yards each over the past four seasons.
At 13-3, the Ravens have already secured first place and a bye in the AFC heading into their matchup against the Steelers in Week 18.
Baltimore will rest Lamar Jackson and use Tyler Huntley at quarterback in the game.
Cook joins a Ravens backfield that includes Gus Edwards and Justice Hill, as well as Keaton Mitchell and J.K. Dobbins due to season-ending injuries.
