The in-demand centre-back has opted for a move to the East Midlands for the regular game time he needs to impress his Carrow Road bosses.
Warner made his league and cup debut for the Canaries this season but is bottom of the table under David Wagner with the fitness of Ben Gibson and Grant Hanley.
But three senior appearances in green and yellow gave him a taste of more at League Two promotion hopefuls Notts County.

The experience I had with Norwich will have helped me prepare to play here in front of the fans,” he said.
“I’ve had some positive comments from Norwich fans about my performances but I have to take that into account and try to earn that kind of praise every week now.
“As a central defender, ball player, it was very important for me to join the right club. I know Notts’ style will continue under the new boss, so I think it will suit me perfectly.
“When I spoke to the coach, he seemed like a senior manager with a great philosophy, which fit perfectly with that of the previous coach.
I can’t wait to work with him. “As soon as I knew I had the opportunity here I was excited and since then I have only heard good things about the club.
“I know that Juventus’ kit is inspired by Notts and that it is the oldest professional club in the world.
It’s great to be somewhere with so much history and I already feel there’s a real sense of belonging that will be great to be a part of.
“I am physical, aggressive, strong and I would like to say that I am very fast, but I leave that to the fans to judge.
“Since I was little I have always liked making tackles and saves – and I consider it my job.
But in today’s match and in this club, the defenders also have to be good with the ball, and I support myself in that sense.
Warner was initially targeted by former County boss Luke Williams before moving to Swansea City earlier this month.
But County head of recruitment Richard Montague believes new head coach Stuart Maynard can get the best out of the 21-year-old.
