Citing a senior law enforcement source, local radio reporter Andy Slater stated that Highsmith struck someone assisting another driver who was stranded in the middle of the road. The individual who was struck had a partial amputation of his leg and was in critical condition.
Which police department handled the accident’s response is unclear. According to Miami police, they did not handle the situation.
